Fennel is the symbol of flattery. Ophelia walks to the King, and while handing him some fennel, says, "There's fennel for you and columbines." That's a jab to the King. The audience in Shakespeare's time would have understood that to mean flattery and male adultery and foolishness, because once you pick fennel, it would wilt so quickly.
Fennel designates flattery, or cajolery and deceit; and columbine, ingratitude; and these two flowers Ophelia befittingly presents to the guileful and faithless Claudius. Rue is a bitter plant with medicinal qualities, and was in folk lore a symbol of repentance.
When Ophelia presents fennel and columbine to the king, a Shakespearean audience would have recognized the pairing of flattery and foolishness.
She knew the king loved flattery, so she first presented fennel and then columbine. The latter, known as the "emblem of deceived lovers," is a symbol of ingratitude, male adultery and faithlessness.
Fennel and columbine–these could go to Claudius as they both can mean faithlessness and deceit, and I can imagine Hamlet complaining to her about Claudius. Ophelia could give the rue to Gertrude, as they will share it, they’re both women, but Gertrude must wear hers “with a difference” (with clear vision of the deceitful Claudius?).
Rue was used widely earlier and found several mentions in ‘Old English Herbals’, a famous book about herbs and plants written by Eleanour Sinclair Rohde.
But gradually, its usage declined due to its toxicity and bitter taste. Rue was mostly used for its antibacterial, antiviral, anti-inflammatory and anti-oxidant properties.

Sometimes I’ll harvest the fronds for a salad or a bulb for my favorite seafood stew, or even the pollen or seeds for my cooking, but for the most part, I let the fennel grow “wild” here.
Aside from being edible and beautiful with wisps of anise fragrance. Companion planting mimics nature. By growing crops together that naturally complement one another, many of the problems associated with conventional farming methods are avoided.

The aniseed flavour of fennel is reportedly one of those things people either love or hate. It's a spice that's been sitting in my cupboard relatively unused for a while so I've chosen fennel as my spice of the month and have collated a bunch of recipes using either the seed or the bulb for some tasty inspiration.
Fennel and Columbine: To the King Claudius, Ophelia gives a brave message. Fennel is the symbol for flattery and columbine is considered the flower for “deceived lovers,” a symbol of male adultery and faithlessness.
Rue: Rue is the symbol for bitterness, thought to be the cause of most abortions in that day, and often connected with.
